Does NEM 3.0 apply to me in Turlock?
No. The Net Billing Tariff, commonly called NEM 3.0, was approved by the California Public Utilities Commission and applies to customers of PG&E, SCE, and SDG&E. Turlock Irrigation District is a publicly owned utility and sets its own rates and rules.
What is a demand charge and why does it matter for solar?
A demand charge bills you for the maximum amount of energy you use in any fifteen-minute interval within the billing period, separate from how many total kilowatt-hours you consume. TID’s self-generation rate schedules include one. It matters because solar panels reduce your total consumption but do not reliably reduce a peak that happens at night or under heavy cloud cover. Battery storage can. This is the single biggest reason a Turlock system should be designed differently from one across the county line.
How does TID credit my solar generation?
TID’s self-generation rate schedules use time-of-use pricing, and customers net their generation against their usage each month separately for the on-peak and off-peak periods. If you generate more than you use in a period, you are credited accordingly. Because the value of power differs between blocks, when your system produces affects your result, not just how much it produces.
Do I need a generation meter?

Is the 30% federal solar tax credit still available?
Not for homeowners who purchase their own system. The federal Residential Clean Energy Credit under Section 25D cannot be claimed for expenditures made after December 31, 2025. The IRS treats an expenditure as made when the original installation is completed, so a system finished in 2026 does not qualify even if the contract was signed earlier. A separate federal credit still applies to third-party owned systems such as leases and PPAs, where the system owner claims it rather than the homeowner. Talk to your tax professional about your situation.
Will going solar increase my property taxes in California?
Not if your system qualifies in time. California excludes an active solar energy system from property tax reassessment, and that exclusion becomes inoperative on January 1, 2027. Under SB 710, signed in October 2025, systems that qualify before that date keep the exclusion until the home changes ownership. This applies statewide regardless of which utility serves you.
